145.02 BOARD OF COMMISSIONERS.
   (a)   Composition; Appointments; Terms. All property, powers and duties and the management and control of the Municipal Building Commission shall be vested in a Board consisting of representatives, to be known as Commissioners, appointed by Council. Such Board of Commissioners shall consist of five members, each to be appointed for a term of five years, except for the initial appointments, which shall be made as follows:
      (l)   The first Commissioner appointed shall serve a term of one year from the date this article becomes law.
      (2)   The second Commissioner appointed shall serve a term of two years from the date this article becomes law.
      (3)   The third Commissioner appointed shall serve a term of three years from the date this article becomes law.
      (4)   The fourth Commissioner appointed shall serve a term of four years from the date this article becomes law.
      (5)   The fifth Commissioner appointed shall serve a term of five years from the date this article becomes law.
   (b)   Vacancies. As the term of each such initial appointee expires, the successor to fill the vacancy created by such expired term shall be appointed for a term of five years. In the event that any Commissioner appointed hereunder shall fail or refuse to qualify within twenty days of appointment; or in the event any Commissioner's post becomes vacant for any reason prior to the expiration of his term of office, a successor shall be appointed by Council to complete the unexpired portion of such term.
   (c)   Qualifications. No more than two thirds of the total number of Commissioners (no more than three of the five Commissioners) shall be from the same political party; and no member of the Board shall hold any office, other than the office of notary public, or employment under the United States of America, the State, any county or political subdivision thereof or any political party, or be affiliated with Herbert J. Thomas Memorial Hospital. All members of the Board shall be residents of the City.
   (d)   Compensation. No member of the Board shall receive any compensation for his services as such, but each member shall be reimbursed by the Commission for any reasonable and necessary expenses actually incurred in the discharge of his duties as a member of the Board.
