There is hereby created, pursuant to West Virginia Code, Article 8-33-1 et seq., as amended, a Municipal Building Commission, to be known as The South Charleston Municipal Building Commission, hereafter referred to as the Commission, which shall be a public corporation having perpetual existence and, except as hereinafter limited, shall have all the power and authority as contained in West Virginia Code, Article 8-33-1 et seq., as amended.
