The Director may make reasonable charges to the public for the privilege of using any of the recreational facilities provided in the park and recreation system. Funds so received shall be dedicated for the purpose of establishing, constructing, improving, extending, developing, maintaining or operating the park and recreation system.
No charge established by the Director pursuant to this section shall be waived or reduced without prior approval of City Council. Any individual or group seeking a waiver or reduction of a charge established pursuant to this section shall seek the waiver or reduction from City Council.
City Council may, after careful review, appropriate general revenue funds for operation of the parks and recreation system.
Nothing herein contained shall be construed as limiting or prohibiting the City from receiving gifts, grants, donations, bequests or otherwise for operation of parks and recreation programs and facilities.
