141.05 ESTABLISHMENT OF DEPARTMENT OF PARKS AND RECREATION; DIRECTOR.

There shall be a Department of Parks and Recreation, the head of which shall be the City Recreation Director, also referred to as the Director of Parks and Recreation. The Director shall have general oversight, management and operation responsibility for all parks and recreation facilities owned by the City unless otherwise proscribed by the Mayor.
