(a) All ordinances and resolutions shall be introduced in Council in printed, typed or written form, with the name of the Council member submitting the ordinance or resolution in question or City Attorney endorsed thereon.
(b) All ordinances introduced in Council that shall have a financial impact greater than one thousand dollars ($1,000) shall be accompanied by a financial impact note. The note shall itemize, analyze and detail the financial impact adoption of the ordinance will have upon the City. The note shall be prepared by the City Treasurer in cooperation with potentially affected department heads.
