115.32 INTRODUCTION OF ORDINANCE OR MOTION OUT OF ORDER.

At a Council meeting, the presiding officer may at any time, by two-thirds vote of the Council members present, permit a member to introduce an ordinance, resolution or motion out of the regular order.
