115.28 ADDRESSING COUNCIL ON QUESTION OF MEMBER'S PERSONAL PRIVILEGE.

At a Council meeting, the right of a member to address Council on a question of personal privilege shall be limited to cases in which his integrity, character or motives are assailed, questioned or impugned.(1970 Code Sec. 2-34)
