115.22 CITY ATTORNEY ATTENDANCE AT MEETINGS; LEGAL OPINIONS.

The City Attorney shall attend all meetings of Council, unless excused by Council. The City Engineer or Chief of Public Works or any member of Council may at any time call upon the City Attorney for an oral or written opinion to decide any question of law or to advise the chair upon any parliamentary rule.
