115.20 MEETING ATTENDANCE BY OFFICERS, DEPARTMENT HEADS.
   (a)   The City Engineer, Treasurer, Chief of Police and Fire Chief shall attend all meetings of Council, unless excused by Council or by the Mayor.
   (b)   The head of any department or any officer of the City, when requested by the Mayor to attend meetings shall do so.
