The regulations relative to executive sessions shall be as follows:
(a) An executive session may be convened as provided in West Virginia Code 6-9A-4.
(b) An executive session may be called during any regular or special meeting of Council by a majority of the members present at such meeting.
(c) Attendance at the executive session shall be limited to the members of Council; provided, that Council may invite the press and other such persons as may be required for advice and information. The roll shall then be called by the Clerk, who shall enter in the minutes of the meeting the names of the members present.
