115.16 CONFERENCE SESSIONS.
   The regulations relative to conference sessions shall be as follows:
   (a)   Council may meet in a conference session prior to the regular meeting of Council.
   (b)   The Mayor may call Council together for a conference session at any time.
   (c)   Reasonable notice of the session shall be provided to the public and to the news media.
   (d)   If the subject matter of the conference session falls within the parameters for which an executive session may be called, the conference session may be held in executive session.
   (e)   No formal vote shall be taken on any matter under discussion nor shall any Council member enter into a commitment with another respecting a vote to be taken subsequently in a public meeting of Council; provided, however, that nothing herein shall prevent a polling of Council or the taking of an informal vote on any matter under discussion.
