Council shall have ten standing committees, which shall be as follows:
(a) Executive and police.
(b) Budget and finance.
(c) Ordinances.
(d) Streets, alleys and sidewalks.
(e) Public grounds and buildings.
(f) Fire protection.
(g) Recreation.
(h) Planning and zoning.
(i) Claims.
(j) Streetlight.
