The Council chamber shall be under the supervision and control of the Mayor when Council is not in session. Except as herein provided, it shall be used solely by Council and its committees for the transaction of the public business of the City. If not required for such use, the Mayor may permit its use by agencies of the Federal, State or City governments or civic organizations for transactions involving public purposes. Application for such use shall be made to the Mayor in such manner as may be prescribed by him. Any permission so granted may be cancelled or revoked by the Mayor forthwith, where necessary for the protection of City property, the preservation of order or other sufficient reason.
