Any notice for bids or proposals for the grading, paving, curbing or otherwise improving of any street, avenue, road or alley, or any portion thereof, or to cause the construction of any public sewer in or under any such street, avenue, road or alley, or land or easement therein acquired or to be taken therefor, or elsewhere, shall be published at least once a week for two weeks in two newspapers of opposite politics, of general circulation, in the City.
