The regulations relative to appropriations and authority to accept services, gifts, grants and loans in connection with this article shall be as follows:
(a) Whenever the Federal, State or County Government or any agency or officer thereof shall offer the City services, equipment, supplies, materials or funds by way of gift, grant or loan, for the purposes of emergency services, the Emergency Service Director, acting with the consent of the Mayor, may accept such offer, subject to the rules and regulations, if any, of the agency making the offer.
(b) Whenever any person shall offer to the City any services, equipment, supplies, materials or funds by way of gift, grant or loan, the Director, acting with the consent of the Mayor, may accept such offer subject to the terms of the offer.
