The Emergency Services Director shall coordinate all activities of all agencies, public or private, in all matters and action during an emergency.
In performing the duties under this article and to effect its policy and purpose, the Director is further authorized, directed and empowered to:
(a) Prepare a comprehensive plan and program for the emergency services of this City, such plan or program to be coordinated with the emergency services plans of the State and County and of other cities and counties in the State;
(b) In accordance with such plan and program for the emergency services of the City, procure supplies and equipment, institute training programs and public information programs and take all other preparatory steps, including the partial or full mobilization of all City emergency services organizations in advance of actual disaster in order to insure the furnishing of adequately trained and equipped forces of emergency services personnel in time of need;
(c) Make such studies and surveys of the resources and facilities in the City as may be necesssary to ascertain the capabilities of the City for emergency services and to plan the most efficient emergency use thereof;
(d) Enter, on behalf of the City, into mutual aid arrangements with the County emergency services and also with approval of the County with other counties and cities in the State and with approval of the Mayor and Council, and of the Governor of the State with other emergency services organizations in other states for reciprocal emergency services, aid and assistance in case of disaster too great to be dealt with unassisted;
(e) Delegate any administrative authority invested in the Director under this article and to provide for the subdelegation of any such authority; and
(f) Cooperate fully with the State and the County emergency services and with officials and agencies of other cities and counties within the State in matters pertaining to the emergency services of the City, County or State, including the direction and control of:
(1) Blackouts and practice blackouts, air raid drills, mobilization of civil defense forces or tests and exercises;
(2) Warnings and signals for drills or attacks and the mechanical devices to be used in connection therewith;
(3) The effective screening or extinguishing of all lights and lighting devices and appliances;
(4) Shutting off water mains, gas mains and electric power connections or any or all other utility services when necessary and authorized by law;
(5) The conduct of civilians and the movement or cessation of movement of pedestrians and vehicular traffic during, prior and subsequent to drills, or attack or during any time of emergency as duly declared by the Mayor;
(6) All public meetings or gatherings; and
(7) The evacuation and reception of civilian population.
