The emergency services organization shall perform emergency services functions within the territorial limits of the City and, in addition, shall conduct such functions outside such territorial limits as may be required pursuant to West Virginia Code Article 15-5. The organization shall insure preparation in this City to deal with disaster resulting from enemy attack, sabotage or other hostile action, also from flood, industrial catastrophe, fire, windstorm or other natural causes, in order that preparations in this City shall be adequate to deal with such disasters and generally to provide protection of the health, safety and public peace and to preserve the lives and property of the people of the City.
