1739.01 GENERAL REQUIREMENTS.

For purposes of this article, definitions shall be as set forth in the Title 38, Series 2, Section 2 of the Code of State Regulations of West Virginia. Each operator shall comply with all applicable state and federal laws in the use of explosives. A blaster certified by the State Division of Environmental Protection shall be responsible for all blasting operations including the transportation, storage and use of explosives within the permit area in accordance with the blasting plan.
