Notwithstanding any other provisions of this article, a homeowner shall be permitted to perform new work on air-moving equipment at his residence or proposed residence upon fulfilling the following requirements: the acquisition of any required air-moving equipment permit; the submission of detailed construction plans in a form and content as required by the BOCA Basic National Mechanical Code and acceptable to the Building Inspector; and the execution of an affidavit by which the homeowner attests that he has completed one air-moving equipment job of equal magnitude. A homeowner meeting these requirements shall not be required to acquire a City contractor's business or air-moving license. A homeowner shall be permitted to perform replacement and/or repair work to existing air-moving equipment at his residence without meeting the requirements of this section.
