All electrical wiring, apparatus or appliances for furnishing light, heat or power shall be in accordance with the rules and regulations of the "National Electrical Code," prepared by the National Fire Protection Association, 1987 edition, and with the provisions of thie article. No person shall fail, refuse or neglect to comply with the provisions of such National Electrical Code or this article.
