In any action or proceeding for the enforcement of the provisions of this article or any rule or regulation of the Department of Buildings made pursuant thereto, the City may apply to the court for an order enjoining and restraining any violation, ordering the property vacated or prohibiting its use for any purpose whatsoever, until the hearing and determination of such action and the entry of final judgment therein.
