The Building Inspector is vested with power and authority to designate and direct the numbering of all houses and buildings upon and along the streets and public ways of the City, and to order changes to be made in the numbering of any house or building already numbered, and such numbering and renumbering may be so directed by him upon order of Council, or upon application made by any resident, or upon his own motion.
