The City Engineer, and any successor in office to him hereafter, is designated, pursuant to the State Building Code, as the Code Official and Building Official pursuant to such Code, the duties and powers of such being therein defined, and is hereby given authority to issue, after investigation, all building permits on behalf of the City, the fees for which are to be no less than that charged by the City as amended; and the Code Official (and Building Code Official) may appoint deputies necessary to act in performing any of the duties or authority given him by this section and by the provisions of the State Building Code.
