(a) No person shall sell or dispense flammable liquids within the City to be carried or handled in containers, unless such containers are unbreakable and of such construction to afford maximum safety against spillage or leakage. Such containers shall be appropriately labeled to indicate their contents.
(b) "Flammable liquids," as used in this section means any liquid having a flash point below 200 degrees Fahrenheit and having a vapor pressure not exceeding forty pounds per square inch (absolute) at 100 degrees Fahrenheit.
