1511.05 EXPLOSIVES DISCHARGE PERMIT; INSURANCE.
   (a)   Except as otherwise provided, no person shall set off, discharge, explode or cause to be set off, discharged or exploded, any dynamite, powder or other explosives within the corporate limits of the City, without first having secured a permit, in writing, from the Mayor. Any such operation hereunder shall be under the control of the City Engineer, who shall prescribe the amount of explosives that may be used under such permit.
   (b)   Any permit issued pursuant to this section shall be for a maximum period of seven days. However, if the holder of the permit has complied with the direction of the City Engineer relating to safety measures and the amount of explosives to be used, then the permit may be reissued and extended by the Mayor without cost for successive seven-day periods upon application made at the end of each seven-day period.
   (c)   The application for the original permit shall be accompanied by a policy of general liability insurance in the limits of five hundred thousand dollars ($500,000) bodily injury and five hundred thousand dollars ($500,000) property damage.
