Block length and width or acreage within bounding streets shall be such as to accommodate the size of lot required in the area by the Zoning Ordinance, and to provide for convenient access, circulation control and safety of street traffic.
Blocks shall be of such sizes and shapes as considerations of topography and street layout shall dictate; but the Planning Commission shall not approve blocks that are unreasonably large or small. Pedestrian through-walks may be required where necessary to assist circulation or provide access to community facilities. Such walks shall have right-of-way widths of not less than twelve feet and paved walks of not less than four feet.
