1381.02 SUITABILITY OF LAND.
   Land shall be suited to the purposes for which it is to be subdivided. In general, the Planning Commission shall take the following factors into consideration prior to the approval of any subdivisions:
   (a)   Subdivisions laid out on land subject to periodic floodings shall not be approved unless adequate safeguards against such hazards are provided.
   (b)   Areas characterized by steep slopes, rock formations, poor soils or other unsuitable physical features shall not be subdivided unless adequate safeguards against potential hazards are provided.
