(a) The regulations set forth in these Subdivision Regulations may, from time to time, be amended, supplemented, changed or repealed; provided, that no such action may be taken until after a public hearing in relation thereto, at which parties in interest and residents shall have an opportunity to be heard. At least fifteen days notice of the time and place of such hearing shall be published in a newspaper of general circulation in the City.
(b) Any proposed amendment shall be submitted to the Planning Commission for report and recommendation prior to any action thereon by Council.
