The establishment of adult entertainment businesses, as defined in Section 1351.02(b), tends to result in the blighting and deterioration of the areas in which such businesses are established. Accordingly, it is necessary that such businesses be regulated in such a manner as to prevent the erosion of the character of the affected neighborhood and to prohibit the establishment of such businesses within close proximity to existing adult entertainment businesses, residentially zoned areas, schools, churches, parks and playgrounds.
