The Building Inspector, with the aid of the Police Department, shall enforce the terms of this article. Before any sign or other structure is permitted to be erected in the City, the Building Inspector shall examine the proposed sign and location to ensure that such sign will be in conformance with this Zoning Ordinance; provided, that before a building permit is issued for any new sign, the applicant shall pay a fee of either ten dollars ($10.00) or thirty cents (30¢) per square foot of sign area, whichever is greater.
