1333.09 CLUSTER DEVELOPMENT.
   (a)   Intent. The purpose of cluster development is to provide a method of development for land that permits variation in lot sizes without an increase in the density of population or development, that allows subdivisions with varying lot sizes so as to allow home buyers a choice of lot sizes according to their needs, that preserves open space, tree cover, scenic vistas, natural drainageways and outstanding natural topography, that prevents soil erosion by permitting lot sizes according to the nature of the terrain within the development, that provides larger open areas with greater utility for rest and recreation and that encourages the development of more attractive and economic and less monotonous building forms, by providing freedom of architectural and site design.
   (b)   Procedures Generally. In order to achieve these purposes, the Municipal Planning Commission shall have the same administrative authority as provided for planned unit development.
