If building development required in the amendments is not taken within such time limits as are set by Council in its amending action, the Municipal Planning Commission shall review the circumstances and recommend to the Council that:
(a) Planned unit development zoning for the entire area be continued with revised time limits; or
(b) Planned unit development zoning for part of the area be continued with revised time limits and the remainder rezoned to an appropriate category; or
(c) The entire area be rezoned from planned unit development to an appropriate category; or
(d) Such other action be taken as appears proper in the circumstances of the case.
In such recommendation shall be included suggestions as to related action appropriate in the case with respect to any instruments involved.
