SECTION 14.2   NOMINATION OF CANDIDATES BY PRIMARY ELECTION, ETC.; WHO CONSIDERED A QUALIFIED PARTY; LIMITATIONS ON VOTING IN PRIMARY ELECTION; CITY EXECUTIVE COMMITTEES OF POLITICAL PARTIES; QUALIFICATIONS FOR COUNCILMAN, ETC.
   Any qualified person may become a candidate for any municipal office in the primary election by filing therefor with the City Clerk and paying to the said City Clerk such filing fee as may be set out by the Council and by completing and filing with said City Clerk a statement in substantially the form set forth in West Virginia Code § 3-5-7(d).
   Such certificate shall be filed with the City Clerk  pursuant to West Virginia Code § 3-5-7(c).
