(a) Appointments. The Board of Zoning Appeals shall be appointed by Council in accordance with West Virginia Code Article 8-24.
(b) Qualifications. The Board shall consist of five members who shall be residents of the City. Three-fifths of such members shall have been residents of the City for at least ten years preceding the time of their appointment. No member of the Board shall be a member of the City Planning Commission nor shall any member hold other elective or appointive offices in the government of the City or County.
(c) Terms. Members of the Board shall be appointed for the following terms: one for a term of one year; two for terms of two years and two for terms of three years. The terms shall expire on January 1 of the first, second and third year respectively following their appointment. Thereafter, as their terms expire, each new appointment shall be for a term of three years.
(d) Vacancies. Vacancies shall be filled for the unexpired term of any member whose position becomes vacant.
