(a) Required; Conditions to Issue. No owner shall use or permit the use of any land or any building or part thereof hereafter created, erected, converted, enlarged or changed, wholly or partly, in its use or structure until a certificate of occupancy, which shall be a part of the building permit, is issued by the Building Inspector. Such certificate shall show that such building or premises or part thereof and the proposed use thereof are in conformity with provisions of this Zoning Ordinance. The Building Inspector shall issue a certificate of occupancy provided, that he is satisfied that the building or premises and the proposed use thereof conform with all the requirements of this ordinance. The Building Inspector shall not issue a permit for excavation or construction unless the plans, specifications and intended use conform to the provisions of this ordinance.
(b) Temporary Certificates. Under such rules and regulations as may be established by him, the Building Inspector may issue a temporary certificate of occupancy for a part of a building.
(c) Existing Uses. Upon written request from the owner, the Building Inspector shall issue a certificate of occupancy for any building or premises existing at the time of the enactment of this ordinance, certifying, after inspection, the extent and kind of use made of the building or premises and whether such use conforms to the provisions of this ordinance.
