To assist in defraying costs of reinspection, in instances in which the Property Board is made aware of repeated violations (three or more violations within a twelve-month period) of this Article 1119 upon the same property, the Property Board shall bill the property owner a reinspection fee of $150.00 per hour, for the time required to inspect the property. Any fees which remain unpaid after thirty days shall become a lien on the property.
