1119.07 COST OF ABATEMENT; LIENS.
   (a)   The cost of abating nuisances on private property shall be apportioned to the amount of work done and material used in abating the nuisance located on each lot, or, if this apportionment is impracticable in any case, then such cost shall be apportioned upon such a basis as shall be fair and equitable.
   (b)   The City shall bill the property owner for such abatement at the rate of one hundred dollars ($100.00) per hour for the time spent abating the nuisance, plus any cost to the City of providing such service.
   (c)   The City may sell for salvage any material remaining or resulting from the abatement. After the sale of any and all salvaged material is credited to the account, any additional cost which remains unpaid thirty days after billing shall be a lien against the real property upon which such cost was incurred.
