All notices, complaints or orders issued by the Property Board and Council shall be served in accordance with the laws of this State concerning the service of process in civil actions, and shall, in addition thereto, be posted in a conspicuous place on the premises affected by the notice, complaint or order.
If such notice, complaint or order cannot be given because the owner or agent or other person named in such notice, complaint or order cannot be found in the City or the State, then the Board shall cause such notice, complaint or order to be published in a newspaper of general circulation in the City for five successive days.
