(a) If any person is aggrieved by the action of the Property Board in ascertaining that a nuisance exists or directing that a nuisance be abated or removed, he may, upon written request, be heard by Council. Council, after a hearing, may either affirm or disapprove the action of the Board.
(b) Any person aggrieved by the action of Council shall have the right to apply to the circuit court for a temporary injunction restraining the Property Board and Council pending final disposition of the cause.
