1119.03 NOTICE TO SHOW CAUSE WHY NUISANCE SHOULD NOT BE ABATED.
   When the Property Board has knowledge of or when any complaint has been made to the Property Board or any member thereof that a condition detrimental to public health exists or whenever any nuisance or unlawful condition exists on the property or in a building or structure of any person, the Property Board is then authorized to notify such person or agent to show cause before the Property Board at a time and place specified in such notice why the same should not be abated, discontinued or removed. Ten days' notice shall be given to such person or agent in the manner specified in this article. In the event the Property Board finds that such condition constitutes a nuisance, such finding of the Property Board shall be entitled to such weight as a finding of a jury or a court of law.
