(a) The Property Board may declare and abate nuisances in such manner as may be prescribed by the Charter, these Codified Ordinances or any other ordinance of the City or any law of the State.
(b) When a nuisance is found to exist as prescribed in this article, the Property Board may, or may designate one of its members, agents or employees to, remove and abate such nuisance. The Property Board or any member thereof and any employee or agent thereof shall have the power to abate or remove such nuisance either by filling, draining, cleaning, purifying, discontinuing, destroying or removing the same as the case may be.
