No person shall engage in the business of operating a foodhandling establishment within the territorial limits of the City without first having obtained a license therefor. Such license shall be issued by the Treasurer upon payment of a fee as provided in Article 733, and upon presentation of the certificate of approval referred to in Section 1113.03. The license period shall be for one year beginning July first and ending June thirtieth. (1970 Code Sec. 12-2)
