(a) No person shall dispose of raw or prepared garbage within the City limits except in standard institutional incinerators constructed for the purpose, which incinerators have been inspected by and approved as safe by authorized representatives of both the Fire Department and Property Board.
(b) No person shall dispose of by burning any refuse other than combustible trash. The disposal of such combustible trash by burning shall be permitted only after having first obtained the express consent of the Fire Chief for such disposal.
(c) Burning under the foregoing provisions of this section shall be before the hour of 6:00 p.m. on week days only, in an approved incinerator located on the grounds of the residence or building served, not less than twenty-five feet from any adjacent inhabited building, unless permission is otherwise granted by the Fire Chief, and shall not be so operated as to constitute a nuisance or hazard.
