(a) There shall be a charge for the collection and removal by the Division of Sanitation of all refuse, including: garbage, aluminum cans, boxes, and all other kinds of trash, either wet or dry, from business, of whatever nature, within the City. The charge for such collection and removal shall be based on the class of business from which such collection and removal is made and on the estimated volume and type of such refuse and shall be paid directly to the City Treasurer upon statement rendered by the City Treasurer for such service.
(b) Where special or heavy equipment or extra personnel are required, a higher monthly rate may be set. Monthly rates shall be determined by the number of times per week that refuse is collected and from the volume of refuse collected to offset the costs of the City of providing such service. Proposed rates shall become effective on approval by Council.
A commercial refuse account shall be considered delinquent if not paid in full within thirty days from the original billing date. Any delinquent account may be assessed a late fee equal to ten percent of the total balance due.

(c) The City Treasurer is hereby authorized and directed from time to time to establish just and equitable rates by reference to the nature, type and volume of materials collected from businesses similarly situate. Any such rate established, increased or decreased by the City Treasurer under the authority of this subsection shall become effective upon approval by Council.
(d) "Refuse" means all sweeping, cleaning, trash, rubbish, litter, garbage, industrial or domestic wastes, organic wastes or residue of animals sold as meat; fruit or other vegetable matter from kitchens, dining rooms, markets or places dealing in or handling meats, fowl, fruits, grain or vegetables; offal, animal excreta, the carcasses of animals; tree or shrub trimmings, dirt, wood, stone, brick, plaster or materials resulting from the demolition, alteration or construction of buildings or structures, rubber tires; or accumulated waste materials or substances which may become nuisances.
