The Chief of Public Works shall have authority to prescribe, publish, promulgate and enforce any and all reasonable rules and regulations deemed necessary or proper and consistent with this article and to carry out the objects and purposes thereof for the safety and health of the residents of the City in respect to collections, removal and disposal of refuse.
