The containers referred to in this article shall meet the following requirements:
(a) Standard containers for the storage of garbage and refuse shall be made substantially of metal or heavy gauge plastic, shall have a capacity of not more than thirty-two gallons and shall be equipped with at least two carrying handles or a bail, and shall have a tight-fitting metal or heavy gauge plastic cover.
(b) All commercial refuse containers shall meet NFPA requirements.
