951.01 DUTY OF PROPERTY OWNER TO MAINTAIN REAL PROPERTY FREE OF HEALTH AND SAFETY HAZARD.
   It shall be the duty of every person who owns, leases or otherwise occupies and controls real property in the City to keep and maintain the external areas of the real property free and clear of all health or safety hazards that may be offensive or dangerous to residents of the real property, neighbors or the general public, and every such person shall keep and maintain all grass, lawn, weeds, briers, and other vegetation in a reasonably tidy and trimmed manner and shall not permit or allow such grass, lawn, weeds, or other vegetation (other than any lawful ornamental shrubs and bushes, trees, and cultivated vegetable or flower gardens incorporated into the landscaping on such real property) to grow to a length in excess of eight (8) inches in height during any time of the calendar year, which shall include such grass, lawn, weeds, briers and other vegetation in and along the streets, alleys and sidewalks adjacent to and adjoining such real property.
