934.01 GENERAL PROVISIONS.
   (a)   Purpose and Policy. This article sets forth uniform requirements to regulate the discharge of grease and oils into the Publicly Owned Treatment Works, for the protection of the sanitary sewerage system and the environment. The wastes regulated by this article do not include hazardous wastes or Class 1 non-hazardous industrial solids wastes.
   This article shall apply to all users of the Publicly Owned Treatment Works. The article authorizes the issuance of permits; provides for monitoring activities; provides for enforcement activities; establishes administrative review procedures; requires user reporting; and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
   (b)   Administration. Except as otherwise provided herein, the South Charleston Sanitary Board shall administer, implement and enforce the provisions of this article. Any powers granted to or duties imposed upon the Board may be delegated by the Board to other South Charleston Sanitary Board personnel.
