The purpose of this article is to establish uniform regulations for the use of the publicly owned treatment works of the City. Use of the sanitary sewer system of the City is hereby determined and declared to be essential for the protection and preservation of the public health, comfort, safety, economy and for the general welfare of the inhabitants of the City, and of the area served by the sanitary sewer system.
