No person shall pass, break down or remove any barrier, barricade, sign or other obstruction placed in or on any of the streets in the City by any officer, contractor or any person authorized to place the same in such streets, for the purpose of keeping persons from traveling over or upon the same while such streets are under improvement or repair.
